RESPONSE TO YOUR QUESTIONS REGARDING THE C/B DEMARCATION PROCESS

1.On May 05, the Municipal Demarcation Board (MDB) resolved to issue Section 21 notices for the boundaries of the municipalities in the 
case of KwaZulu-Natal and Eastern Cape each of these provinces.

The MDB did not pursue its cross-boundary proposal between the Eastern Cape and KwaZulu-Natal after conditions put by the KwaZulu-Natal 
Government made it difficult for the Eastern Cape provincial government to accept.

On 18 July 2000, the Provincial Legislature of the Eastern Cape adopted a resolution supporting the MDBs re-demarcated boundaries.

The EC Provincial Government resolved to support and approve of the MDBs decision as published in the Provincial Gazette No. 558 dated May 
19, 2000 which determined the municipal boundaries of the new District Municipality (DC 44) and two category B Local Municipalities 
situated within its area of jurisdiction (EC05b1 and EC05b2).

Despite efforts by the Eastern Cape to proceed with the establishment of the cross-boundary municipality in such a way that people of the 
affected area benefit from the development of the area occasioned by the establishment, no agreement could be reached due to KwaZulu-
Natals position that only KwaZulu-Natal area should benefit from such establishment.

2. Areas involved were Mount Fletcher TRC, Maluti TRC, Mount Ayliff TLC and TRC, Mount Frere TLC and TRC and Umzimkulu.

3. Yes, we did receive co-operation from the KZN government, except that the conditions put by the KZN were not conducive for the EC to 
reach a solution.

4. Residents in these areas have mixed feelings about the matter.

5. EC residents expected to get a bigger portion of the area that would include Bizana, Lusikisiki and Ntabankulu. The residents considered 
cultural and historical social inter-dependence.
